What does this policy cover?
This Supplemental Privacy Statement (the “Privacy Supplement”) describes our privacy practices when we collect information while helping you get health coverage through the Health Insurance Marketplace. It supplements our Privacy Policy. For more information about the Marketplace and why we collect the information described in this Privacy Supplement,
Why do we collect Information?
Your answers are used to determine coverage eligibility, help you apply for premium supports and help with completing enrollment and paying for coverage. It is important that your answers be accurate, timely and complete. Because your answers contain sensitive personal and financial information and are relied upon by the Marketplace in making coverage and premium support eligibility determinations, we are especially mindful of our commitment to treat your answers with care and respect, and managing our services in a manner which is compliant with law.
If for some reason you can’t (or don’t want to) get health coverage through the Marketplace, you can authorize us to use your answers to help you get health coverage outside the Marketplace. You can also authorize us to use your answers to help you get vision or dental coverage. You can even authorize us to use your answers to help us serve you with other web-based products and services.
We also give you the choice not to complete an online application for insurance coverage. In that case, you are free to use our insurance coverage shopping comparison tools.
We also exchange information associated with your application with the Health Insurance Marketplace and with health plans, and perform other activities that help the Health Insurance Marketplace function efficiently, as permitted or required by our contractual relationships with Healthcare.gov, state-based marketplaces and health plan carriers.
What types of information do we collect when you apply for health coverage?
This Privacy Supplement concerns the answers you give us when we help you apply for health coverage from the Marketplace. These answers may contain the following types of information about you:
Your name, address, date of birth, telephone number, email and social security number
The name, address, date of birth, telephone number, email and social security number for each dependent and other member of your household that you include in your application
Demographic information, including marital status, race/ethnicity, gender and student status, for anyone named in your application
Some health status information, like tobacco use and last date of tobacco use
Your current health coverage status
Your household income
Your spoken or written language preference
Information regarding your eligibility to purchase insurance in the Marketplace or receive coverage through Medicaid or the Children’s Health Insurance Program (CHIP)
Your eligibility for premium supports (or cost-sharing reductions), and related information to determine the amount of support you are eligible to receive
Premium and payment-related information
Information pertaining to your immigration and naturalization status
We don’t always need to collect all of this information. We use screener questions to limit the information we collect to the minimum necessary. For example, we won’t ask questions to complete an application for coverage on the Marketplace after we figure out that you are not eligible for Marketplace coverage. Similarly, we won’t ask questions to complete a Medicaid, CHIP, CSR or APTC application when you are not eligible for any of these benefits.
We also won’t ask about the citizenship, status as a national, or immigration status for anyone who is not seeking coverage, since it is not necessary for completing an insurance application. The only time we may ask for another person’s social security number is if an applicant’s eligibility is reliant upon a tax filer’s tax return, and the tax filer’s SSN is needed to verify household income and family size.
How do we disclose this information with others?
In our web application, you can authorize us to use your answers to help you apply for off-Marketplace health coverage, vision coverage and dental coverage. In those cases, we disclose your answers to insurance carriers.
We may use your answers for our internal business purposes, so that we can serve information to you that we believe will be interesting to you. As detailed in our Privacy Policy, we engage online advertising service providers to serve ads on our behalf across the internet and to provide analytics services. However, we do not share your answers from the health coverage application process with any of these providers.
Except in connection with the sale, transfer, merger, consolidation or other transaction involving all or part of our company, we will not sell, license or otherwise transfer any rights to information you share with us when applying for Marketplace coverage to any third party unless expressly authorized by you.
Notwithstanding the above, we may transmit or disclose your information to third parties for the following purposes.
If required by law, such as pursuant to a subpoena, regulatory oversight, or other legal process; and
To enable our contractors or vendors to perform certain services for us, including, but not limited to, maintaining and improving our services.
In these cases, we will require the recipient to protect the information and use it only for the purpose it was provided.
We will also maintain an accounting of these disclosures, including the date, nature and purpose of these disclosures, and the name and address of the person or agency to whom the disclosure is made.
How do we keep this information secure?
We have implemented technical, administrative and physical security measures based on generally accepted industry standards that are designed to protect your information from unauthorized access, disclosure, use and modification. We regularly review our security practices to consider appropriate new technology and methods. We also periodically subject our computer systems to simulated intrusion tests and have developed comprehensive disaster recovery plans. However, please be aware that despite our best efforts, no security measures are perfect or impenetrable.
Can I restrict Stride from collecting any of the Information described in this Privacy Supplement?
You can. By default, your answers are only used to determine coverage eligibility in the Health Insurance Marketplace, help you apply for premium supports and help with completing enrollment and paying for coverage, unless you also authorize us to use your answers to get health coverage outside the Marketplace. You can revoke these authorizations at any time by:
